AUSTIN, Texas (AP) ? The lone Democrat in the Texas Senate who backed tougher abortion restrictions isn't giving up on a proposal that would require women to complete an adoption course before terminating a pregnancy.
Sen. Eddie Lucio is vowing to refile a bill in 2015 that critics call simplistic. The Brownsville lawmaker says the mandate would help save the unborn.
Lucio was the only Senate Democrat to join Republicans in approving a ban last month on abortions in Texas after 20 weeks. It came after hundreds of abortion-rights advocates swarmed the Capitol and succeeded in temporarily stalling passage.
Rory Hall runs the Austin-based nonprofit Adoption Advocates Inc. He told the Austin American-Statesman (http://bit.ly/15BIhRV) that it was punitive to make pregnant women obtain a state certificate showing they completed a short course on adoption.
