Harper Says Keystone Will Spur Jobs Despite Obama Claims

CBC News ? Prime Minister Stephen Harper responded Friday to U.S. President Barack Obama?s dim view about whether the Keystone XL pipeline would spur significant job growth, holding firm to his belief that the project will boost employment ?on both sides of the border? and bolster the continent?s long-term security.

?The perspective of this government is very clear, it is very well-known by everyone in Washington, I think. And that is ? first of all, our number 1 priority in Canada is the creation of jobs ? this is a project that will create jobs on both sides of the border, and it is in our judgment an important project, not just for the economy, for job creation, but for the long-term energy security?

Iran gets new president, vows 'constructive' foreign relations

DUBAI (Reuters) - Hassan Rouhani took office as Iran's president on Saturday promising "constructive interaction with the world" after eight years under Mahmoud Ahmadinejad marked by diplomatic confrontation and damaging sanctions.

The politically moderate 64-year-old cleric's resounding victory at June's election raised hopes of a negotiated end to the dispute over Iran's nuclear programme and an easing of the sanctions that have hit the OPEC country's oil exports.

That could avert a possible new war in the Middle East. Both the United States and Israel have said all options - including military action - are open to stop Iran getting nuclear arms.

Supreme Leader Ayatollah Ali Khamenei endorsed Rouhani's election win in a statement read out to political, religious and military grandees assembled at a Tehran religious site.

Khamenei praised the "selection of a worthy individual who has more than three decades of service to the system of the Islamic Republic ... and who from the time of the revolutionary struggle ... has resisted the enemies of the Islamic Revolution."

Symbolising the handover of power, Khamenei took the presidential mandate from Ahmadinejad and handed the document to Rouhani.

Khamenei then kissed Rouhani on the cheek and the new president kissed the leader on his shoulder, a sign of supplication.

The start of Rouhani's presidency puts an end to the Ahmadinejad era during which Iran grew more isolated and came under wide-ranging United Nations, U.S. and European Union sanctions over its nuclear programme.

Rouhani faces enormous challenges, including inflation he put last month at 42 percent, unemployment, and political divisions between conservative, moderate and reformist factions.

"Moderation does not mean deviating from principles and it is not conservatism in the face of change and development. Moderation ... is an active and patient approach in society in order to be distant from the abyss of extremism," Rouhani said in a short speech after becoming president.

"In the international arena we will also take new steps to promote the Iranian nation towards securing national interests and removing sanctions. Although there are many limitations, the future is bright and promising," he said.

"The orientation of the government is Iran's economic salvation, constructive interaction with the world, and a restoration of morality."

Rouhani's first test is persuading parliament to approve his list of proposed ministers, which he is expected to present on Sunday after he takes his oath of office in parliament.

"Rouhani will certainly appoint more competent men and women to key economic ministries and institutions. He will also follow saner economic policies," said Shaul Bakhash, an Iran historian at George Mason University in Virginia.

"But the economic problems are staggering ... Above all, without a serious easing of sanctions, it is difficult to see how Rouhani can get the economy moving again."

CLEAN HANDS

Ahmadinejad defended his time in office, telling state television late on Friday his administration was the least corrupt in history, and blaming sanctions for economic problems.

"We promised to have clean hands; I say with confidence that this government is the cleanest government," Ahmadinejad said, according to the Mehr news agency.

"The enemy has introduced heavy sanctions and the nation has faced problems. We have made our utmost effort but we couldn't resolve all the pressures. This issue has been very difficult for us."

Rouhani has said he will appoint ministers from all political factions, based on their ability, but hardliners have demanded the conservative-dominated parliament reject nominees associated with the "sedition", their term for the months of protests that followed Ahmadinejad's disputed 2009 re-election.

Parliament's confirmation of such candidates would be "a betrayal of the people and the system," Hossein Shariatmadari, editor of the influential hardline daily Kayhan, wrote in an editorial this week.

A source close to Rouhani confirmed to Reuters that he will nominate Mohammad Javad Zarif, a U.S.-educated former ambassador to the United Nations, as his foreign minister.

Another likely pick is Ali Jannati for culture minister, an influential post which oversees domestic and foreign press in Iran and vets cinema, theatre, literature and other arts. Jannati has served as ambassador to Kuwait and his father is Ayatollah Ahmad Jannati, a hardline cleric.

During Ahmadinejad's presidency, press freedoms were curtailed, newspapers shut down, and this year about a dozen journalists were arrested in a crackdown on the press.

In an interview with the reformist Bahar newspaper this week, Jannati sought to distance himself from his father's views and indicated he would support more freedom for artists.

"Intellectual matters are not hereditary," Jannati said, according to Bahar. "I am hopeful that given my views on the fields of music, art, and film, the cultural and artistic atmosphere in the country will soften so that artists can breathe more easily."

Baptist church townhouses approved in second go around

The townhouse development behind Ladner's restored and refurbished Baptist Church was approved for third reading by Delta Council on Tuesday evening.

It was the second application submitted for the development, which was initially rejected by council last December for being too modern for the heritage area.

The first proposal faced a 101-signature petition against what was to be Delta's first "green" rooftop on each of the three townhouses.

The new application is for three townhouses behind the Baptist Church at the corner of 47A Avenue and Delta Street. Each building will be three storeys in height with a two-car garage accessed from the rear lane.

Access to the front of the townhouses will be from a shared pedestrian walkway from Delta Street. The new design includes peaked roofs and balconies at the rear on the second storey.

Some of the same residents who opposed the first application were also against the new one, citing a problem with building height, parking, and a variance that will allow the building to abut to the sidewalk.

But council didn't agree with those concerns, pointing out that the development's height was within the zoning bylaws and that some leeway should be given for the developer by saving the heritage church.

Developer Steve Knoblauch said he spent $1 million on purchasing the land and lifting and moving the church to a new concrete foundation. Knoblauch has refurbished the church inside and out, including fixing the church tower.

"I just want to thank the proponent for the work on the heritage buildings in Ladner very, very much," said Coun. Jeannie Kanakos.

"There's something to be said for saving heritage buildings and there are not too many people that want to do that anymore or have the money or the ambition to do that," said Coun. Ian Paton, adding sometimes council has to "cut a little slack" to developers willing to do it.

"I think it's a real gem in the village of Ladner, the old Baptist Church."

The Baptist church was built in 1901-02 with the help of community volunteers, and a spire was added in 1910-11. Over the past hundred years the building had sunk into the earth six inches and the spire was leaning five inches out of plumb.

I couldn?t help but observe that the world of mobile browsers has been a gladiator arena recently. Intense bouts between the most powerful tech companies duking it out to become the best browser in the business? Wa-pow!

By the way, that?s super good news for us ? more (and more intense) competition forces companies like Apple and Google to provide only the best and most cutting-edge products they can produce, all to keep customers happy. Keep fighting, guys! Doing great!

Well, two of the most powerful gladiators in this match are none other than Apple?s Safari (the veteran, the reigning champion, the classic competitor) and Google?s Chrome (the spry, tricky, undefeated newcomer). Both have their crafted identities, and each has some new tricks up their sleeve that could determine the outcome of the match.

You ready? Let?s talk about which browser is the best fit for your shiny new iPhone.

In Favor of Safari

Safari has been dominating the mobile browsing world for quite some time.

Last August, Safari peaked at being used by a staggering 65-70% on mobile browsers. Since then, they?ve been holding onto a steady grip in the 55-60% range. Their closest competitor is Google?s unbranded Android browser, which boasts an impressive 20% of users; still, they pale in comparison.

In truth, Safari has an edge over Chrome in many key positions. First of all, in parallel speed tests (no apps, windows, or other programs running on two iPhones), Safari?s mobile browser was about 1 second faster for loading different websites and pages than Chrome was.

Safari also uses iCloud pretty fluidly to sync tabs, browsing history and bookmarks, requiring almost no setup on your behalf. Chrome falls a little short here: though it also syncs through your Google ID, you?re required to set up every device you want connected through a semi-confusing setup.

Disclaimer: There is a little detail that makes Chrome more accessible: Safari iCloud sync is not fully supported on Windows PCs, while Chrome is widely used across many platforms, including Macs.

Safari largely maintained its speed and quality despite additional apps and programs running in the background. Oh, and I almost forgot ? Safari boasts ?Reader Mode,? which lets you view websites in text-only form. Take that, Chrome!

Final verdict? Safari fits comfortably into the veteran class ? traditional, classic, and the name of the game for years, particularly with iPhones. But ? just because it?s been around the block doesn?t mean it?s flawless.

In Favor of Chrome

Like Safari, Chrome has a multitude of features that have catapulted it into the top 2 contenders for the iPhone ? private browsing, speedy load times, and syncing abilities across the board. However, Chrome takes the cake in more than a few categories.

Perhaps Chrome?s most prominent feature that makes it superior to Safari is its Omnibar, the search bar which lets you type in both websites and search queries, just like its desktop counterpart.

Another leg up Chrome has is its online tabs feature. Safari?s tabs almost feel like whole pages, requiring you to switch between and load each one; Chrome takes the cake using a much faster interface. Each tabs looks almost like a card, and you can swipe upwards and downwards to scroll through them and sideways if you want to discard one.

One of Chrome?s most important edges on Safari is, ironically, one that Safari can?t really compete with ? Chrome has been in Safari?s shadow for a long time, and they?re forced to think of new, creative, and innovative solutions to get the better of their stronger opponent to get customers. Safari is on the top of the food chain ? they may have the higher ground, but they?re no underdog.

What could like look? Well, it?s hard to say. However, we can safely assume Google will try to capitalize on the massive success of Chrome on desktops, now boasting over 30% of all desktop browser use. If I had to guess? I?d say Google will maximize the convenience of their Omnibar, as well as their smooth and simple user interface. No hard-to-navigate web browsing, no complicated customizing settings.

Chrome is making its presence known, and consumers can expect to see some big changes in Chrome?s attempt to overtake Safari, and Safari?s attempts to remain king of the hill. Who?s going to come out on top? I couldn?t say, but I know one thing ? I?m looking forward to more battles between these two contenders in the arena!

During a House hearing on the Obama health reform law, Acting IRS chief Danny Werfel was asked why a major employees union at the IRS is urging its members to oppose a bill that would move federal workers into the health law exchanges.

Werfel's response caught the ear of Republicans, as he said, "I would prefer to stay with the current policy."

2013 Fantasy Football: TE PPR Rankings (1-25)

1. Jimmy Graham, New Orleans Saints
Outlook: Graham?s projections closely resemble his 2011 campaign, where he emerged as the NFC?s best tight end. Considering Rob Gronkowski?s uncertain health, Graham?s position as fantasy football?s top tight end is unchallengeable in all leagues.

Projections: 96 receptions, 1,274 receiving yards, 10 touchdowns, & 1 fumble

2. Tony Gonzalez, Atlanta Falcons
Outlook: Fantasy players rejoiced when Gonzalez postponed his retirement for at least one more season. The 37-year-old tight end is still among the NFL?s elite and that?s true under both PPR and standard scoring.

Projections: 89 receptions, 951 receiving yards, & 7 touchdowns

3. Jason Witten, Dallas Cowboys
Outlook: Under PPR rules, Witten is one of three tight ends projected to score over 200 points.

Projections: 92 receptions, 973 receiving yards, & 4 touchdowns

4. Kyle Rudolph, Minnesota Vikings
Outlook: The Vikings start and end with Adrian Peterson, but Rudolph is slowly emerging as one of their best players. This third-year tight end is poised to set career highs in both receptions and receiving yards.

Projections: 64 receptions, 581 receiving yards, & 9 touchdowns

5. Brandon Myers, N.Y. Giants
Outlook: Myers led the Raiders in receiving last season, and he figures to be a key cog in New York?s passing attack this season. While it?s unlikely he?ll match his 79 catches from 2012, he?s still an excellent option for PPR leagues.?

Projections: 67 receptions, 769 receiving yards, 5 touchdowns, & 1 fumble

6. Greg Olsen, Carolina Panthers
Outlook: After being underutilized in Chicago, Olsen had a breakout year in 2012. His numbers could dip a little, but overall, there?s nothing to indicate a major drop in production.

Projections: 62 receptions, 769 receiving yards, 5 touchdowns, & 1 fumble

7. Jermichael Finley, Green Bay Packers
Outlook: A terrible start caused many fantasy players to lose patience with Finley. His second half was better, but he?s yet to fulfill his true potential, which makes him fantasy?s most frustrating tight end.

Projections: 58 receptions, 783 receiving yards, & 5 touchdowns

8. Brandon Pettigrew, Detroit Lions
Outlook: Pettigrew has two seasons of 70 or more catches, including 83 in ?11. While he?s not a big-play producer, the former first-round pick can move the chains, making him a potential back-end TE1.

Projections: 72 receptions, 689 receiving yards, 4 touchdowns, & 1 fumbleRob Gronkowski

9. Rob Gronkowski, New England Patriots
Outlook: It?s hard to believe that Gronkowski?s a judgment call, but that?s exactly where we are. I wouldn?t advocate taking him off your board entirely, as I believe he?ll be of use in November and December, but his injury status makes him a risky pick, nonetheless.

Projections: 44 receptions, 624 receiving yards, & 9 touchdowns

10. Owen Daniels, Houston Texans
Outlook: When healthy, Daniels is a very viable fantasy tight end. His injuries do appear to be a thing of the past (for now), so he?s back into TE1 territory.

Projections: 57 receptions, 696 receiving yards, & 4 touchdowns

11. Vernon Davis, San Francisco 49ers
Outlook: The 49ers just don?t operate an offense that tailors to tight ends. As a result, Davis? projections aren?t as high as you?d expect, despite his pedigree.

Projections: 55 receptions, 651 receiving yards, 5 touchdowns, & 1 fumble

12. Heath Miller, Pittsburgh Steelers
Outlook: After tearing his ACL late in the season, Miller enters ?13 with health concerns. He?s a proven TE1 when healthy, but like Gronkowski, you?ll have to weigh risk versus reward.

Projections: 48 receptions, 533 receiving yards, & 7 touchdowns

13. Antonio Gates, San Diego Chargers
Outlook: Thanks to injuries and declining play, Gates hasn?t caught 70 passes in a season since ?09. He was once arguably the top tight end in football, but that?s no longer the case.

Projections: 46 receptions, 602 receiving yards, & 6 touchdowns

14. Joel Dreessen, Denver Broncos
Outlook: A good underneath target, Dreessen holds more value in PPR leagues then under standard scoring. Nevertheless, Peyton Manning will devote most of his attention to arguably the NFL?s best trio of receivers.

Projections: 52 receptions, 432 receiving yards, & 7 touchdowns

15. Martellus Bennett, Chicago Bears
Outlook: One of football?s most athletic tight ends, Bennett does offer upside now that Marc Trestman is running Chicago?s offense. With that said, Jay Cutler needs to do a better job at spreading around the ball.

Projections: 55 receptions, 580 receiving yards, & 4 touchdowns

16. Marcedes Lewis, Jacksonville Jaguars
Outlook: The Jaguars? awful quarterback situation prevents Lewis from re-emerging as a potential fantasy starter.

Projections: 48 receptions, 641 receiving yards, & 4 touchdowns

17. Jermaine Gresham, Cincinnati Bengals
Outlook: Drafting Tyler Eifert was more than just about the future. Cincinnati definitely wants to use both tight ends, though neither projects to emerge as anything but a TE2.

Projections: 54 receptions, 615 receiving yards, 4 touchdowns, & 2 fumbles

18. Scott Chandler, Buffalo Bills
Outlook: The good news is Chandler projects to catch a personal best 47 passes. The bad news is 47 catches would be Chandler?s personal best.

Projections: 47 receptions, 581 receiving yards, 5 touchdowns, & 1 fumble

19. Zach Ertz, Philadelphia Eagles
Outlook: Given the ambiguity surrounding Chip Kelly?s offense, Ertz, like all of Philadelphia?s pass catchers,? is only worth monitoring through the first month of the season.

Projections: 47 receptions, 515 receiving yards, & 4 touchdowns

20. Tyler Eifert, Cincinnati Bengals
Outlook: Like Ertz, I?d keep an eye on Eifert throughout the season, but both rookies are probably a year away before emerging on the fantasy scene.

Projections: 48 receptions, 580 receiving yards, 3 touchdowns, & 1 fumble

21. Dwayne Allen, Indianapolis Colts
Outlook: With Allen and Coby Fleener, the Colts have a pair of young tight ends. The latter is more renowned because of his draft status (and ties to Andrew Luck), but Allen had the better rookie campaign.

City seeks public input on golf course project

The City of Fitchburg is reviewing alternative uses for 33-acre Nine Springs Golf Course space.

The Common Council has begun developing a plan for future use of Nine Springs Golf Course Park at Fish Hatchery Road and Traceway Drive.

In a news release, the city said it's considering continued use as a golf course and other park or open space uses.

The City?s Park Commission will be overseeing the plan development process.

A plan development meeting has been scheduled for Aug. 22 at 6:30 p.m. at the Fairways Building, 2301 Traceway Drive. The public is invited to attend.

The golf course is also asking residents to fill out a six-question survey online about the golf course use and alternative uses. Find the survey at www.surveymonkey.com/s/NSGCMP.

The city said it wasn't making a specific recommendation to eliminate the golf course operation, but exploring options.

Muscala Signs In Spain, Kazemi Could Be Europe-Bound As More NBA Teams Develop Picks Overseas

Being selected in the second round does not guarantee money or minutes in the NBA. But teams are wisely utilizing ways to develop players while retaining their rights. Enter the "draft and stash" philosophy for college players. But will it pay off?

It's a growing theme with NBA second round selections that is likely to become more of a trend in the years to come: drafting and stashing picks overseas who played college ball in the States.

Yes, the "draft and stash" philosophy once practiced by the likes of the Portland Trail Blazers was mainly a development planned used when selecting or acquiring international prospects (examples: Victor Claver, Joel Freeland). But now teams are flipping the script so to speak -- taking kids out of college in the second round, only to place them in Europe while holding on to their rights, and allowing these youngsters the opportunity to grow in competitive leagues overseas.

In 2011, Portland used a page from their "draft and stash" playbook with second round pick Jon Diebler out of Ohio State (51st overall). Instead of watching and learning from the bench or in the D-League, the Blazers retained his rights while shipping him off to play in the Greek League.

"We drafted him because of his shooting and this year in Greece will provide him with an opportunity for good minutes and a chance to develop other areas of his game," explained Portland's then-acting General Manager Chad Buchanan.

Now it's Atlanta's turn to watch from afar as they send a second rounder abroad.

On Wednesday, the Hawks and Mike Muscala mutually agreed it was best for him to play in Europe as opposed to getting lost in the front-court shuffle with the offseason additions of Paul Millsap, Elton Brand, Pero Antic and Gustavo Ayon. So, when Muscala took to Twitter to announced he'd sign to play next season in Spain's famed ACB league with Blusens Monbus Obradoiro, it really didn't come as a shock.

If you are not going to play in the NBA, then you might as well consider yourself fortunate enough to compete in one of the best leagues Europe has to offer. Plus, there is another benefit for Atlanta and any other team planning to go this route: this does not count against the salary cap for the 2013-14 season. Muscala, 6-foot-11, 239 pounds, averaged 5.8 points and 5.2 rebounds in 5 games at the Las Vegas Summer League, but also battled a strained calf muscle but is on track with the rehab process as teams begin to open training in mid-August around Europe.

The Hawks are not the only current NBA team dabbling with the draft and stash idea either. The Philadelphia 76ers have been kicking the idea around with one of their second round picks, Arsalan Kazemi, the power forward out of Oregon.

"He would get a chance to work on his game somewhere else for a year," Sixers general manager Sam Hinkie told the Philadelphia Inquirer. Then [we] would have the opportunity to reassess where he is later. "I think that's an attractive opportunity for someone like him."

While development and overall progress is the hope overseas for both team and player alike, there is also the reality that players can be used as a trade asset at anytime. Diebler had his rights traded to the Houston Rockets, when the Blazers made a three-way deal along with the Boston Celtics last July, and the Rockets then asked Diebler to remain playing abroad. He then signed a two-year with Pinar Karsiyaka in the Turkish league.

The Rockets still hold his rights.

Who knows if this "draft and stash" option with players coming out of college will eventually benefit an NBA team in the long run, as guys like Muscala and Kazemi await their NBA fate much like Diebler.

But this won't stop teams from trying it.

Texas Democrat isn't giving up on abortion class

AUSTIN, Texas (AP) ? The lone Democrat in the Texas Senate who backed tougher abortion restrictions isn't giving up on a proposal that would require women to complete an adoption course before terminating a pregnancy.

Sen. Eddie Lucio is vowing to refile a bill in 2015 that critics call simplistic. The Brownsville lawmaker says the mandate would help save the unborn.

Lucio was the only Senate Democrat to join Republicans in approving a ban last month on abortions in Texas after 20 weeks. It came after hundreds of abortion-rights advocates swarmed the Capitol and succeeded in temporarily stalling passage.

Rory Hall runs the Austin-based nonprofit Adoption Advocates Inc. He told the Austin American-Statesman (http://bit.ly/15BIhRV) that it was punitive to make pregnant women obtain a state certificate showing they completed a short course on adoption.

Essential Functions

Super-supernovae spell trouble for dark energy

WHEN Andy Howell announced what he had found, a gasp filled the lecture hall. "Nobody saw it coming," he says.

That was in Prague in 2006. Howell, now at the University of California, Santa Barbara, was at a meeting of the International Astronomical Union presenting his team's latest observations of the exploding stars known as type-1a supernovae. It is a deeply moving story of a family that was both bound together and driven apart by art, and it tells this personal story so beautifully that there were several moments that gave me actual chills.

Even if you didn't know a thing about the band and you don't even typically listen to the kind of music they play, you're going to find yourself thankful that the Hackney brothers are now in your life.

The story of Death sure adds an interesting and virtually unknown footnote to the annals of punk rock.
