US, EU hopeful of new Iran nuke talks

SARAJEVO, Bosnia (AP) ? The U.S. and the European Union say they'll press on with sanctions against Iran even as they hope the promise of new negotiations could lead to a diplomatic solution ending the nuclear standoff.

EU foreign policy chief Catherine Ashton said Tuesday that European officials met last weekend with aides to Iran's top nuclear negotiators, Saeed Jalili. She said she plans to meet directly with Jalili soon.

That is seen as a key step in the resumption of talks between Iran and world powers over Tehran's disputed nuclear program. The West fears Iran may be trying to develop nuclear weapons, a charge Tehran denies.

Clinton said the diplomatic window of opportunity for Iran wouldn't stay open forever. Speaking alongside Ashton in Bosnia, she said Iran must do more to end its international isolation.

"Our message to Iran is clear: The window remains open to resolve the international community's concerns about your nuclear program diplomatically and to relieve your isolation, but that window cannot remain open indefinitely. Therefore, we hope that there can be serious good-faith negotiations commenced soon," Clinton said.

Exoskeleton of advanced design promises new degree of independence for people with paraplegia

ScienceDaily (Oct. 30, 2012) ? The dream of regaining the ability to stand up and walk has come closer to reality for people paralyzed below the waist who thought they would never take another step.

A team of engineers at Vanderbilt University's Center for Intelligent Mechatronics has developed a powered exoskeleton that enables people with severe spinal cord injuries to stand, walk, sit and climb stairs. Its light weight, compact size and modular design promise to provide users with an unprecedented degree of independence.

The university has several patents pending on the design and Parker Hannifin Corporation -- a global leader in motion and control technologies -- has signed an exclusive licensing agreement to develop a commercial version of the device, which it plans on introducing in 2014.

According to the National Spinal Cord Injury Statistical Center, somewhere between 236,000 to 327,000 people in the U.S. are living with serious spinal cord injuries. About 155,000 have paraplegia. The average age at injury is 41 and the estimated lifetime cost when it happens to a person of 50 ranges from $1.1 million to $2.5 million.

Until recently "wearable robots" were the stuff of science fiction. In the last 10 years, however, advances in robotics, microelectronics, battery and electric motor technologies advanced to the point where it has become practical to develop exoskeletons to aid people with disabilities. In fact, two companies -- Argo Medical Technologies Ltd. in Israel and Ekso Bionics in Berkeley, Calif. -- have developed products of this type and are marketing them in the U.S.

These devices act like an external skeleton. They strap in tightly around the torso. Rigid supports are strapped to the legs and extend from the hip to the knee and from the knee to the foot. The hip and knee joints are driven by computer-controlled electric motors powered by advanced batteries. Patients use the powered apparatus with walkers or forearm crutches to maintain their balance.

"You can think of our exoskeleton as a Segway with legs," said Michael Goldfarb, the H. Fort Flowers Chair in Mechanical Engineering and professor of physical medicine and rehabilitation. "If the person wearing it leans forward, he moves forward. If he leans back and holds that position for a few seconds, he sits down. When he is sitting down, if he leans forward and holds that position for a few seconds, then he stands up."

Goldfarb developed the system with funding from the National Institutes of Health and with the assistance of research engineer Don Truex, graduate students Hugo Quintero, Spencer Murray and Kevin Ha, and Ryan Farris, a former student who now works for Parker Hannifin.

"My kids have started calling me 'Ironman,'" said Brian Shaffer, who was completely paralyzed from the waist down in an automobile accident on Christmas night 2010. He has been testing the Vanderbilt apparatus at the Nashville-area satellite facility of the Shepherd Center. Based in Atlanta, Shepherd Center is one the leading hospitals for spinal cord and brain injury rehabilitation in the U.S. and has provided the Vanderbilt engineers with the clinical feedback they need to develop the device.

"It's unbelievable to stand up again. It takes concentration to use it at first but, once you catch on, it's not that hard: The device does all the work. I don't expect that it will completely replace the wheelchair, but there are some situations, like walking your daughter down the aisle at her wedding or sitting in the bleachers watching your son play football, where it will be priceless," said Shaffer, who has two sons and two daughters.

"This is an extremely exciting new technology," said Clare Hartigan, a physical therapist at Shepherd Center who has worked with the Argo, Ekso and Vanderbilt devices. "All three models get people up and walking, which is fantastic."

According to Hartigan, just getting people out of their wheelchairs and getting their bodies upright regularly can pay major health dividends. People who must rely on a wheelchair to move around can develop serious problems with their urinary, respiratory, cardiovascular and digestive systems, as well as getting osteoporosis, pressure sores, blood clots and other afflictions associated with lack of mobility. The risk for developing these conditions can be reduced considerably by regularly standing, moving and exercising their lower limbs.

The Vanderbilt design has some unique characteristics that have led Hartigan and her colleagues at Shepherd Center to conclude that it has the most promise as a rehabilitative and home device.

None of the exoskeletons have been approved yet for home use. But the Vanderbilt design has some intrinsic advantages. It has a modular design and is lighter and slimmer than the competition. As a result, it can provide its users with an unprecedented degree of independence. Users will be able to transport the compact device on the back of their wheelchair. When they reach a location where they want to walk, they will be able to put on the exoskeleton by themselves without getting out of the wheelchair. When they are done walking, they can sit back down in the same chair and take the device off or keep it on and propel the wheelchair to their next destination.

The Vanderbilt exoskeleton weighs about 27 pounds, nearly half the weight of the other models that weigh around 45 pounds. The other models are also bulkier so most users wearing them cannot fit into a standard-sized wheelchair.

From a rehabilitation perspective the Vanderbilt design also has two potential advantages, Hartigan pointed out:

? The amount of robotic assistance adjusts automatically for users who have some muscle control in their legs. This allows them to use their own muscles while walking. When a user is totally paralyzed, the device does all the work. The other designs provide all the power all of the time.

? It is the only wearable robot that incorporates a proven rehabilitation technology called functional electrical stimulation. FES applies small electrical pulses to paralyzed muscles, causing them to contract and relax. FES can improve strength in the legs of people with incomplete paraplegia. For complete paraplegics, FES can improve circulation, change bone density and reduce muscle atrophy.

There is also the matter of cost. The price tags of other rehabilitation model exoskeletons have been reported to be as high as $140,000 apiece, plus a hefty annual service fee. Parker Hannifin hasn't set a price for the Vanderbilt exoskeleton, but Goldfarb is hopeful that its minimalist design combined with Parker Hannifin's manufacturing capability will translate into a more affordable product. "It would be wonderful if we could get the price down to a level where individuals could afford them and insurance companies would cover them," he said.

Meanwhile, Hartigan has advice for potential users: "These new devices for walking are here and they are getting better and better. However, a person has to be physically fit to use them. They have to keep their weight below 220 pounds, develop adequate upper body strength to use a walker or forearm crutches and maintain flexibility in their shoulder, hip, knee and ankle joints ... which is not that easy when a person has relied on a wheelchair for months or even years."

Evacuations, shutdowns on East Coast before storm

NEW YORK (Reuters) - Tens of millions of East Coast residents scrambled on Sunday to prepare for Hurricane Sandy, which could make landfall as the largest storm to hit the United States, bringing battering winds, flooding and even heavy snow.

The massive storm, which has already killed 66 people in the Caribbean, was headed toward a densely populated region that includes Washington, New York and Boston and its effects could be felt for hundreds of miles, officials warned.

It could be the largest storm to hit the United States, according to the National Oceanic and Atmospheric Administration.

New York and other big cities closed their transit systems and schools and ordered residents of low-lying areas to evacuate before a storm surge that could reach as 11 feet.

They warned that power outages could last for days.

"We're expecting the worst, hoping for the best. We're getting everything off the basement floor. We've got two sump pumps but during Hurricane Floyd, we were down there for 17 hours straight sweeping water into the sump pumps," said Maria Ogorek, a Maplewood, New Jersey, lawyer and mother of three.

The U.S. government said it had granted administrative leave to non-emergency federal workers in the Washington D.C area.

The New York Stock Exchange said it would close its trading floor on Monday for the first time since Hurricane Gloria in 1985. All stocks listed on the exchange will trade electronically, NYSE Euronext said.

President Barack Obama asked residents to heed the orders of state and local authorities to protect themselves from Sandy.

"This is a serious and big storm," Obama said after a briefing at the federal government's storm response center in Washington. "We don't yet know where it's going to hit, where we're going to see the biggest impacts.

Officials ordered many school closures, New Jersey casinos and Broadway theaters prepared to close, airlines got ready to halt flight activity in the New York area, and residents cleared store shelves of vital supplies and food.

EVACUATION ORDERS

New York Mayor Michael Bloomberg ordered the evacuation of low-lying areas of New York City, from upscale parts of lower Manhattan to waterfront housing projects in the outer boroughs, that are home to some 375,000 people.

"If you refuse to evacuate you're not only putting yourself at risk but also the first responders who will have put themselves at risk in an emergency," Bloomberg told a news conference.

In Bridgeport, Connecticut, Fire Department Captain Frank Rivera was ordering residents of 300 waterfront homes to evacuate.

"A lot of them are on their way out but some of them are thinking about (Hurricane) Irene and how they didn't get damage and I tell them it's two different animals," Rivera said, referring to the August 2011 hurricane that brought severe flooding to parts of New Jersey and Vermont.

Officials warned that flooding could be particularly severe since the storm's arrival coincides with a full moon, which normally means higher-than-usual high tides.

"The most worrisome aspect of Sandy is the high tides," said Rhode Island Governor Lincoln Chafee. "With the full moon occurring Monday, with Sandy coming up the Bay, we're very concerned about flooding in our low-lying coastal areas."

New York City, New Jersey and Philadelphia transit authorities said they would begin shutting down service on Sunday afternoon. Maryland's transit system, serving some suburbs of Washington, said it would not open on Monday.

Amtrak, the passenger rail service, canceled nearly all service on the Eastern seaboard on Monday and would halt its service north of New York along the Northeast corridor.

Transit systems in Washington and Boston said they planned to operate as usual on Monday as long as it was safe to do so.

Airlines flying into and out of New York's three major airports were all expected to cease flight activity on Sunday night, according to the Port Authority of New York and New Jersey.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm, possibly causing up to 12 inches of rain in some areas, as well as up to 3 feet of snowfall in the Appalachian Mountains from West Virginia to Kentucky.

Nasdaq planned to open on Monday despite the transit shutdown and evacuation orders, with big banks putting up key personnel in hotels overnight so that they would be able to make it in to work on Monday morning.

The Chicago Mercantile Exchange said it would suspend floor trading on the NYMEX oil market on Monday, as it is located in the New York City evacuation zone near the Hudson River. It said electronic trading would go on as usual.

BROADWAY GOES DARK

Worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other supplies in anticipation of power outages. Broadway's theaters planned to close on Sunday night and remain closed on Monday.

New York City, Boston and Washington were among the jurisdictions that announced schools would be shut on Monday.

Sandy blew the presidential race off course, forcing Obama and Republican challenger Mitt Romney to cancel scheduled campaign stops. It fueled fears that the storm could disrupt early voting before the November 6 election.

Nearly 284,000 residential properties valued at $88 billion are at risk for damage from storm-surge flooding, risk analysts CoreLogic said.

As of 2:00 p.m. EDT/1800 GMT on Sunday, there were fewer than 5,000 customers without power in Delaware, the District of Columbia, Florida, Maryland, North Carolina, South Carolina, and Virginia, the U.S. Department of Energy said in a statement.

While Sandy's 75 mph winds were not overwhelming for a hurricane, its exceptional size means the winds will last as long as two days, bringing down trees, roofs and buildings and piling up rainfall and storm surge.

Hurricane-force winds extended 175 miles from the center of the asymmetrical storm, while its lesser tropical storm-force winds spanned 520 miles in diameter.

Sandy was centered about 530 miles south of New York City, at late afternoon on Sunday, the National Hurricane Center said. It pushed seawater up over the barrier islands off North Carolina known as the Outer Banks.

Sandy was moving northeast over the Atlantic, parallel to the U.S. coast, at 15 mph.

Sandy killed at least 66 people as it made its way through the Caribbean islands, including 51 in Haiti, mostly from flash flooding and mudslides, according to authorities.

Even with all the warnings, some people tried to carry on with their plans.

"I just don't buy into the hype," said Kate Sullivan, a 40-year old computer specialist from Alexandria, Virginia, who was headed to Baltimore Washington International airport for a planned flight to Los Angeles. "I'm pretty sure I'm going to end up in LA by the end of the night."

Sure, T-Mobile still won't have the iPhone this holiday season but the fourth-largest carrier will have a great lineup of Windows Phone 8 handsets and some very powerful Android devices.?

The Windows Phone 8X?by HTC has us really excited because it is an extremely sleek and attractive handset. It sports a 4.3-inch HD screen, dual-core processor, be capable of using T-Mobile's HSPA+42 network and it will be available Nov. 14 for about $200 with a new, two-year contract and a mail-in rebate. Of course, it runs Windows Phone 8 and is one of the premier devices out there for the latest version of Microsoft's platform.?

That won't be the only Windows Phone 8 on T-Mobile, as the carrier will also pick up the Nokia Lumia 810. Look for it to land for about $150 with a new contract and a mail-in rebate. T-Mobile also offers flexible pricing depending on which type of service plan you pick up.?

T-Mobile will be the only carrier to offer one of the most exciting Android phones this holiday season: the Nexus 4, made by LG. The latest pure Google device will launch with Android 4.2 Jelly Bean, has a 4.7-inch screen and an 8-megapixel camera. Voting for President Causes More StressWith Election Day just weeks away, a new study shows that voting in national elections is actually a stressful event with measurable hormonal changes.

?Emotional changes are related and affect various physiological processes, but we were surprised that voting in national democratic elections causes emotional reactions accompanied by such physical and psychological stress that can easily influence our decision-making,? said Hagit Cohen, Ph.D.,?from the Anxiety and Stress Research Unit at Ben-Gurion University.

The study was conducted on Israel?s Election Day in 2009 with people who were on their way to vote.

They were asked to give a saliva sample for cortisol testing and to complete a questionnaire examining their emotional arousal at a stand that was placed 30 feet from the ballot box. Cortisol is a hormone secreted in times of stress to help the body cope with threats.

The control group consisted of other people from the same area who were asked to give a saliva test and complete the questionnaire on post-election day.

Researchers discovered that the level of cortisol was nearly three times higher just before voting than the cortisol level of the control group.

When checked 21 months later, the cortisol levels in the voters were nearly twice the level of the control group.

The study also found that people were more emotionally aroused just before casting their ballots.

?Since we do not like to feel stressed out, it is unclear whether this pressure on Election Day can influence people and cause them not to vote at all,? Cohen said.

He noted that the impact on voter turnout is particularly important ?given that the stress levels rise if our preferred party or candidate for whom we want to vote is not popular in the polls.?

The study was published in the journal European Neuropsychopharmacology.
